GPA Media Release: Power System Status Restoration - July 7, 2026 as of 3:00 p.m.

GPA Media Release: Power System Status Restoration - July 7, 2026 as of 3:00 p.m.

(Fadian, Mangilao) – The Guam Power Authority (GPA) continues its power restoration process and has made progress in its post-typhoon recovery efforts. GPA will continue providing recovery summaries detailing restoration progress to the Island-Wide Power System (IWPS).

Impacts from ST Bavi – Recovery Summary

As of 3:00 p.m., Tuesday, July 7, 2026

IWPS Percentages Status
System Load Restored    17%
GPA Substations Energized    83%
GPA Feeders/Circuits Energized       25%

Notes - No Feeders/circuits can be energized unless GPA Substation is energized.

- System Load percentage increases as GPA feeders/circuits percentage increases.
***Feeders/Circuits are partially energized***

Feeders/Circuits: A total of 17 feeders/circuits are partially energized today of the 67 distribution feeders/circuits.

Substations: A total of 25 critical substations energized of the 30 total major GPA substations.

Generation Capacity: 255 MW system capacity (not including solar farms) online, supporting 41 MW load today as of 3:00 p.m.

Today’s Key Objectives and Other Power Related Updates:

  • Engineers and line crews have begun assessments and restoration efforts. This is now the recovery phase of the IWPS around Guam.
  • Initial priorities of our GPA crews include working on transmission lines to energize all substations and address water well issues.

For Customers Who Remain Without Power:
  • Customers may be on feeders that have not yet been energized.
  • In some areas, power may be restored to main lines while additional repairs are still needed on transformers, service lines, or customer connections.
  • Customers may also be experiencing isolated damage that requires crews to return after main circuits are restored.
  • If surrounding areas have power, customers may be part of a smaller outage pocket.
  • GPA is aware of all customer outages through its Advanced Metering Infrastructure, or Smart Meter Network, and Supervisory Control and Data Acquisition (SCADA) systems. These systems allow GPA to confirm where power has been restored, identify customers still without service, and locate smaller outage pockets within villages.
  • Customers are asked to limit calls to the GPA Dispatch Center (PSCC) to critical issues such as downed power lines, blown transformers, low voltage conditions, or other situations that may present a safety concern.

 General Notifications:
  • Individuals with medical needs: Those requiring electrically powered life-support or oxygen tanks or similar devices should arrange to stay at an alternate location where electricity is available, such as a hospital or with family or friends who have power restored. Be prepared to bring your oxygen supplies, medical equipment, and medications with you.
  • Damaged Weatherheads and other Electrical Components: Customers are advised to conduct their own home and property assessment, including the weatherhead, meter socket and other electrical components. If electrical equipment such as the weatherhead or meter socket was damaged during the storm, it must be repaired before power service can be restored. For more information, please contact GPA Customer Service at (671) 647-5787/88/89.
  • Customer generators: Please ensure your main breaker(s) are opened (off position) when operating emergency/standby generators to prevent dangerous working conditions for the GPA line crews.
  • Carbon monoxide safety hazard: Carbon monoxide (CO) is a colorless, odorless gas that can cause serious illness or death. The risk increases when generators or fuel-powered equipment are used improperly. Never use generators, grills, or portable stoves indoors. Keep equipment away from doors, windows, and vents, and never run vehicles inside garages. If you feel dizzy, nauseated, or lightheaded, move to fresh air immediately. If you suspect carbon monoxide exposure, call emergency services immediately.
  • Voltage fluctuations during restoration: As power is restored, some customers may experience temporary voltage fluctuations such as flickering lights, dimming, or partial power. Customers are advised to shut off their main breaker and report the issue to GPA.
  • GPA does not anticipate any generation capacity shortage, and plans to restore power service using the remaining base load and reserve units.
  • Please stay away from all down lines and equipment as they may still be energized and can cause harm if you come in contact with the lines or equipment. Consider such situations as dangerous and life threatening. To report downed power lines, contact GPA Trouble Dispatch at (671) 475-1472 / 1473 /1474. Customers may also email customersfirst@gpagwa.com or send a direct message on GPA’s Facebook or Instagram page. Please provide the exact location or address, contact information and condition of location when submitting your report.

GPA understands that residents are eager to have service fully restored and thanks the community for the outpouring of support shown to crews working in villages across the island. Residents are asked to allow crews to work unimpeded. While crews understand the urgency and concerns, stopping them to ask about restoration timelines delays progress and creates safety risks. Allowing crews to continue their work and focus on their tasks at hand while concentrating on repairs will help ensure power is restored as quickly and safely as possible.

GPA will continue providing daily updates as restoration efforts progress. GPA thanks our customers for their patience and asks for their continued support as we work to bring our IWPS back to normal operations as quickly as possible.
