Day 6 since COR 4 – ST Bavi
(Fadian, Mangilao) – The Guam Power Authority (GPA) continues its power restoration process and have made some progress to its post-typhoon recovery. In an effort to keep the public updated, we’ll continue
to provide a recovery summary that summarizes our restoration progress to the Island-Wide Power System (IWPS).
ST Bavi - Recovery Summary
As of 10:00 a.m., Monday, July 13, 2026
GPA is aware of all customer outages through its Advanced Metering Infrastructure, or Smart Meter Network, and Supervisory Control and Data Acquisition (SCADA) systems. These systems allow GPA to confirm where power has been restored, identify customers still without service, and locate smaller outage pockets within villages.
• Customers are asked to limit calls to the GPA Dispatch Center (PSCC) to critical issues such as downed power lines, blown transformers, low voltage conditions, or other situations that may present a safety
concern.
GENERAL NOTIFICATIONS:
• Voltage fluctuations during restoration: As power is restored, the IWPS may be unstable and some customers may experience temporary voltage fluctuations such as flickering lights, dimming, or partial power. This is not unusual as the grid is fragile and a period of system instability will occur until full restoration is completed. If you are experiencing voltage fluctuations or intermittencies, customers are advised to shut off their main breaker and report the issue to GPA.
o Protect your appliances: GPA reminds residents to protect or unplug sensitive electronic equipment to prevent damage due to power surges or intermittencies. Use high-quality surge suppressors for electric appliances that remain plugged in. Damaged electrical appliances that occurred due to acts of nature such as storms, typhoons, floods, earthquakes, lightning, or animal and insect infestations and is beyond the reasonable control of GPA, is not eligible for a claim or compensation. Customers are also advised that if you are experiencing power fluctuations, brownouts, extremely bright lights, dimming/flickering lights, or water coming out of your outlets, turn off your main breaker as you may cause damage to other appliances. Please report any of these power related issues via direct message on GPA’s Facebook page or GPA
24-Hour Trouble Dispatch at (671) 475-1472/3/4.
• Damaged Weatherheads and other Electrical Components: Customers are advised to conduct their own home and property assessment, including the weatherhead, meter socket and other electrical components. If electrical equipment such as the weatherhead or meter socket was damaged during the storm, it must be repaired before power service can be restored. Customers should obtain a GPA Work
Clearance and GPA Electrical Inspection Form at any of the GPA Customer Service Centers. For more information, please contact GPA Customer Service at (671) 647-5787/88/89. (Please also refer to the
attached Damaged Weatherhead Infographics)
• Please stay away from all down lines and equipment as they may still be energized and can cause harm if you come in contact with the lines or equipment. Consider such situations as dangerous and
life threatening. To report downed power lines, contact GPA Trouble Dispatch at (671) 475-1472 / 1473 /1474. Customers may also email customersfirst@gpagwa.com or send a direct message on GPA’s
Facebook or Instagram page. Please provide the exact location or address, contact information and condition of location when submitting your report.
GPA understands that residents are eager to have service fully restored and thanks the community for the outpouring of support shown to crews working in villages across the island. Residents are asked to allow
crews to work unimpeded. While crews understand the urgency and concerns, stopping them to ask about restoration timelines delays progress and creates safety risks. Allowing crews to continue their work and focus on their tasks at hand while concentrating on repairs will help ensure power is restored as quickly and safely as possible.
GPA will continue providing daily updates as restoration efforts progress. GPA thanks our customers for their patience and asks for their continued support as we work to bring our IWPS back to normal operations
as quickly as possible.
